A foundation clearance letter is a short written statement from a licensed professional engineer saying that a foundation is performing acceptably, or that a completed repair did what it was hired to do. It arrives on the engineer's letterhead with a seal, a signature, and a date, and it usually runs one to three pages. Lenders, underwriters, and buyers ask for it because it is independent. The company that repaired a foundation has an obvious interest in calling the work a success, so the certifying opinion has to come from someone with a license on the line and no piers on the invoice. We install piers for a living, and the letter is not ours to write. Be wary of any contractor who claims otherwise.
What the letter actually says
Most clearance letters follow the same skeleton. The engineer states the date of the site visit and what was reviewed, floor elevation readings, visible cracks inside and out, drainage conditions, and any records of prior repair. Then comes the professional opinion, usually one careful sentence, that the foundation is performing within acceptable tolerances, or that a repair was completed properly and the slab now sits within normal range. The seal and signature at the bottom are what give those sentences their weight, because a licensed engineer answers to a state board for every letter that carries them.
You will hear the same document called a compliance letter, an engineer's certification, or a structural letter. Different names, one document. What it is not is a promise about the future. The letter describes the foundation on the day the engineer stood in the house, which is why a lender will wave off a letter that has aged past a year and ask for a fresh one.

Who writes one and who never can
Only a licensed professional engineer can issue a clearance letter, and independence is the entire point. A repair contractor can and should document its own work. Elevation surveys before and after, a pier log with depths, photographs, a warranty. Useful paper, all of it, but it is a record, not a certification, and no underwriter accepts a company clearing its own repair.
That includes us. Our inspectors are ICC certified and have spent many years measuring Central Texas foundations, and they are inspectors, not engineers. What we do is make the engineer's job easy. We coordinate the visit, open up access, and hand over the measured records so the engineer verifies instead of reconstructing. When a lender or buyer demands one
The request almost always traces back to a loan file. FHA and VA appraisers are required to flag foundation distress, and once a flag lands, the underwriter conditions the loan on an engineer's letter. No letter, no closing. Conventional lenders behave the same way when an appraisal photographs stair-step cracks or a seller's disclosure mentions past repair, they just have more discretion about it.
Buyers make the demand directly too. A disclosed repair raises the fair question of whether it worked, and a sealed letter answers it in a way no listing agent can. Insurance carriers sometimes want one before writing a policy on a house with repair history, and a few permit offices ask for an engineer's sign-off to close out structural work.
The common thread is timing. The demand usually surfaces mid escrow with a deadline attached, which is why sellers with a repair in the house's history do better lining up the paperwork before the sign goes in the yard.
What a clearance letter costs
In the Texas market, an engineer's site visit plus the written, sealed letter commonly runs $300 to $600, the same range an independent PE foundation assessment trades in. Unusual structures, repair drawings, or a second visit after corrections push the number higher, and some engineers bill the letter separately from the inspection that feeds it. We do not set or mark up those fees. Engineers price their own work, and our role is coordination.

How to make the letter easy to get

If the house never had repair and a buyer still wants a letter, start with measurements.
