Hays County is mostly shallow soil over limestone. USDA SSURGO data for survey area TX604 shows 214,168 of the county's 368,071 mapped acres carry lithic or paralithic limestone within 50 cm, about 20 inches, of the surface, so the deep Blackland clay story told about Austin and Dallas describes the eastern edge of this county and not the rest of it. In practice that means most Hays County foundations move because of erosion, washout and uneven bearing on a thin blanket of soil, while a smaller set move because of clay that swells hard. The ground under Hays County County
Most of Hays County is rock, and where it is not, it is clay
Hays County is cut in two by the Balcones Fault Zone, and the line runs almost exactly along the Interstate 35 corridor. West and northwest of it is the Edwards Plateau, built on the Glen Rose Limestone of the Trinity Group in its Lower and Upper members, with Edwards Group limestone of the Fredericksburg Group capping the higher divides and forming the Edwards Aquifer recharge zone. Soil there is thin and the rock is close. East and southeast of it is the Gulf Coastal Plain, built on Austin Chalk and then the Taylor Group, a section of marls, argillaceous limestones and clays reported at more than 600 feet thick, which weathers down into the deep high-plasticity Blackland clays. Right along the line sits a stacked section of Georgetown Limestone, Del Rio Clay, Buda Limestone and Eagle Ford Shale, and Del Rio Clay is the expansive layer in that sandwich, which is why ground behavior there can change over a few hundred feet. The structure itself is a set of en echelon normal faults, all downthrown to the southeast, with aggregate displacement of about 1,700 feet inside Hays County according to DeCook, USGS Water-Supply Paper 1612. For a repair crew that number is not trivia. It is the reason a house in Wimberley and a house in Kyle fail for opposite reasons, and the reason a house in Buda can carry both problems inside one slab. Quaternary alluvium fills the Blanco and San Marcos river bottoms on top of all of it.
The rock that covers most of the county
Wimberley, Woodcreek, Driftwood, Dripping Springs and Belterra ground, sitting on Glen Rose Limestone under thin Comfort, Brackett, Real and Rumple soils, with bare Rock outcrop mapped across roughly one acre in nine of the county. What fails here is bearing, not swelling. A slab resting on 12 to 14 inches of soil over rock loses support fast when a plumbing leak, a downspout dumping at the corner or a bad grade carves that blanket out from under an edge, and stepped or sloping lots concentrate the runoff. Piers often reach refusal shallow, which is a good thing, but the repair usually has to be paired with drainage correction or the movement comes back.
The escarpment strip along the Interstate 35 corridor
Buda, Kyle and San Marcos sit on or right against the escarpment, over the stacked Georgetown Limestone, Del Rio Clay, Buda Limestone and Eagle Ford Shale section. This is where a single subdivision, and occasionally a single lot, spans shallow soil over limestone on one side and deep active clay on the other. What fails here is one half of a slab moving relative to the other half, and it tends to show up as cracking across the middle of a house rather than at one corner. It is also why two neighbors on the same street get opposite diagnoses and opposite pier depths, and why a quote written off the neighbor's report is worthless.
The clay side east and southeast
Off the escarpment the county turns into Austin Chalk and then Taylor Group marls, which weather into the deep high-plasticity Blackland clays that Heiden, Branyon, Houston Black and Krum come from. This is the familiar Central Texas pattern, seasonal shrink and swell driven by moisture, perimeter lift in wet years and corner drop in a drought. Piers here have to travel much farther to find bearing than they do on the plateau side, and watering discipline around the slab does real work.
The Blanco and San Marcos bottoms
Quaternary alluvium fills the valleys, which means layered sand, gravel and clay of varying strength rather than one consistent soil. What fails here is differential settlement where the bearing layer changes over a short distance, made worse by the moisture swings that come with being near a river. These lots need what the pier driving actually finds more than they need an opinion, because the layering is not something a soil map can tell you.

Most Hays County homes were built after 2000
Hays County housing is young, which is unusual for a foundation service area. The median year built is 2007. Of 104,675 housing units, 66.2 percent went up in 2000 or later, 32.5 percent in the 2010s, 23.6 percent in the 2000s and 10.1 percent in 2020 or later. Only 6.5 percent predates 1970. Those are ACS 2024 five-year figures, tables B25034 and B25035. The county sorts into three building eras, and each one lands on different ground. The post-2000 growth corridor along Interstate 35 and US 290, Buda, Kyle, Dripping Springs and Belterra, is tract subdivision stock on the escarpment and the plateau margin, and it is the bulk of what we get called to. Behind it sits the 1970s through 1990s Hill Country stock around Wimberley, Woodcreek and Mountain City, mostly custom and semi-custom homes on thin soil over Glen Rose limestone and often on stepped or sloping lots. The oldest stock in the county is the pre-war and mid-century San Marcos core. Each city page carries its own year-built numbers, because the era mix changes sharply from one city limit to the next. A new house is not a safe house here. A 2012 slab poured on 13 inches of Comfort over limestone can lose bearing to a plumbing leak or a bad grade faster than a 1965 house on deep clay ever does. Two different worlds in one county, and the city limit line separates them. If the address is inside San Marcos, Kyle, Buda, Dripping Springs, Wimberley, Woodcreek or Mountain City, that city's building department is the permitting authority and the work goes through the city, not the county. If the address is in unincorporated Hays County, the office involved is Hays County Development Services. Texas counties do not have general zoning authority and Hays County does not zone unincorporated land, so the county's role out there centers on development permits, on-site sewage facility permits and floodplain review rather than routine residential building inspection. Out in that unincorporated area, commercial and multi-family work falls under county-adopted building codes while single family houses are not county inspected, which is why the answer for a house can differ from the answer for a shop on the same road.
