The most extensive soil in Williamson County is not a clay at all, it is Eckrant, and the USDA maps 103,797 acres of it.
Williamson County is two foundation markets sharing one name, and the line between them is the Balcones Fault. West of it the rock sits about a foot below the sod and there is almost no soil column left to move. East of it the clays run deep and stretch more than a tenth of their length between a dry August and a wet October. We inspect on both sides of that line for free, and about a third of the time the answer is that nothing needs repairing yet.
The ground under Williamson County County
The Austin Chalk belt that gets mistaken for Blackland clay
The Balcones Fault Zone runs north-northeast straight through the middle of Williamson County, and it is the reason a repair plan written for Hutto is wrong for Cedar Park. West of the fault the mapped bedrock is Lower Cretaceous. The state geologic map places Edwards and Comanche Peak Limestones undivided directly under Cedar Park and Brushy Creek, Walnut Clay and Early Cretaceous carbonates under Leander, and Glen Rose Limestone around Liberty Hill. That is hard, karstic, shallow rock, which is exactly why the soil sitting on top of it is only eleven or twelve inches deep across most of the western half of the county. East of the fault the section steps up into Upper Cretaceous marls and chalks. Georgetown sits on Del Rio Clay and Georgetown Limestone undivided, mapped as calcareous gypsiferous blocky clay 40 to 70 feet thick over nodular argillaceous limestone and marl. Past that come Buda, Eagle Ford, Austin Chalk, and then the thick Taylor Group marls and clays that weather down into the Branyon, Houston Black and Heiden clays we work in every week. Quaternary high gravel terrace deposits are mapped at both Hutto and Taylor, sitting on Late Cretaceous sand, mud, chalk and carbonate. For a crew with a truck full of piers the practical read is short. Cedar Park, Brushy Creek and Leander are limestone towns. Hutto and Taylor are clay towns. Round Rock and Georgetown straddle the seam, which is why the soil survey returns deep Blackland clay and shallow limestone soil inside the same few square miles. Unit names here come from the Bureau of Economic Geology Geologic Map of Texas, 1992, served through the Macrostrat map API.
The Edwards limestone shelf on the west side
Cedar Park, Brushy Creek and Leander sit on Eckrant soil over Edwards and Comanche Peak limestone. USDA puts the lithic bedrock at 28 to 30 cm, roughly 11 to 12 inches, below the surface. Clay content runs 42 to 45 percent, which sounds alarming until you see the measured linear extensibility is only 2.7 to 6.1 percent, because there is barely any soil column left to move. What fails out here is not swell. It is thin soil and builder fill draped over an uneven rock surface, water that cannot soak in and runs along the top of the rock instead, and a slab poured across a shallow ledge on one end and a couple of feet of fill on the other. Steel piers reach refusal quickly on this ground.
The Austin Chalk belt through Round Rock and Georgetown
These two towns straddle the Balcones Fault and the soil survey shows it plainly. Heiden is the top sampled soil at both of them, with measured linear extensibility as high as 17 percent, while shallow Eckrant limestone soil turns up inside the same few square miles. Denton, the transition soil with lithic bedrock at 91 to 132 cm, appears at both as well. This is the one part of the county where what your neighbor had done tells you nothing about your own house. Georgetown itself sits on Del Rio Clay and Georgetown Limestone undivided, mapped as gypsiferous blocky clay 40 to 70 feet thick over marl and nodular limestone.
The Blackland clays out east past Hutto
Austin soil covers 34,322 acres running through Round Rock, Georgetown and Hutto. It is a silty clay formed over Austin Chalk, with paralithic chalk bedrock at 74 cm, about 29 inches. Clay content is 45 percent, but measured linear extensibility is only 4.4 to 5.1 percent, far below the Blackland clays sitting right beside it. Houses on this belt get told they have Blackland clay because of the town they are in. Very often the movement is smaller than that and the correct work is grading, gutters and drainage rather than piers.
The Blackland clays on the east side
Hutto, Taylor and the east county sit on Branyon and Houston Black over Taylor Group marls and Quaternary gravel terraces. Those two series cover 115,781 acres between them. Measured linear extensibility runs 9.9 to 13 percent, and Houston Black has no bedrock within 203 cm, so the whole profile is free to move. The Official Series Description for Houston Black records surface cracks that stay open 90 to 150 cumulative days in a typical year. This is classic seasonal movement, doors that stick in August and swing free in November, and it is the part of the county where piers are most often genuinely the answer.

What gets built here, and when
Four old downtowns on pier and beam, everything else on slab
Williamson County has one of the youngest housing stocks in Central Texas, and that changes what we find when we crawl under a house here. Census ACS 2024 one year estimates, table B25034, count 283,983 housing units in the county. Of those, 47,124 were built in 2020 or later, 77,506 between 2010 and 2019, and 70,294 between 2000 and 2009. That is 194,924 units, 68.6 percent of everything standing, built since 2000. Another 39,644 went up in the 1990s and 26,835 in the 1980s. Only 8,830 units in the entire county, 3.1 percent, predate 1970. No published figure exists for how many of those are slab on grade, and we are not going to make one up. What we can tell you from routing crews is where the pier and beam work clusters, and that is the historic cores of Georgetown, Taylor, Round Rock and Hutto, plus older rural builds and manufactured homes out on unincorporated land. Everywhere else the call is usually a newer slab, and a newer slab sitting on Heiden or Branyon clay gets no protection from its build year. The soil has no idea when the concrete was poured. That is also why our work here splits between piers and hybrid piers on the clay side, and drainage correction, french drains and crawl space moisture control on the older and the rockier ground.

Williamson County is not a residential building code authority. It has no zoning authority and it does not issue certificates of occupancy. What the county does handle is floodplain, through a Certification of Compliance issued by the Road and Bridge Division, and Road and Bridge tells residents that nothing further is needed from them unless the work involves a driveway or a culvert. The county fire code is written for public buildings, commercial property and larger multifamily buildings, so it does not reach a single family foundation. In practice that makes the permit question a city question almost every time. If the address sits inside a city or inside a city extraterritorial jurisdiction, that city is the authority, and the rules are not the same from one city hall to the next. We have confirmed the process directly with Round Rock and Georgetown. For any other address we call the city ourselves before a crew goes on the calendar rather than guessing off a website. Brushy Creek is worth flagging separately, because it is an unincorporated community and unincorporated does not automatically mean nobody permits the work. We check the parcel first. Either way the permit legwork is ours, not yours, and the inspection that comes before it is free.
