On the clay-heavy basin blocks we usually reach stable ground with steel piers driven to refusal, or a concrete pier where the load and access favor it, and a settled crawlspace comes back to plane with a measured house leveling rather than a guess. Ask whoever you call how they intend to get under the house, and what they expect to find when they do. On a ninety-year-old home the answer to that tells you most of what you need to know about the bid.
