Foundation repair in Travis County turns on the chalk belt through the middle of Austin, which behaves like neither the plateau rock west of it nor the Blackland clay east.
Foundation movement in Travis County has two different causes, and which one you have depends on which side of the Balcones fault the house sits on. East of the fault the ground is deep Blackland clay, Houston Black and Heiden and Ferris, all of which USDA puts at 17 percent linear extensibility in the subsoil. West of the fault the ground is thin, Brackett and Eckrant sitting 8 to 18 inches over limestone, where the trouble is uneven rock and water rather than swelling. Inspections are free, and about a third of ours end with no repair needed.
The ground under Travis County County
Chalk, clay and thin hill soil under Travis County
Travis County is cut in half by the Balcones fault zone, which runs roughly north to south through the middle of the county and separates two physiographic provinces. West of the fault is the Edwards Plateau, dissected hill country built of interbedded hard and soft Cretaceous limestone, dolomite and marl in the Glen Rose, Walnut and Edwards formations. East of the fault is the Blackland Prairie, built on Austin Chalk and then the Taylor marls and Navarro clays as you move east toward Manor and Del Valle. Inside the fault zone itself the limestone units, Edwards and Georgetown and Buda, sit faulted against the clay units, Del Rio Clay and Eagle Ford, so a single subdivision straddling the escarpment can have hard limestone under one street and plastic clay under the next. One published geologic guidebook puts total displacement across the zone at roughly 1,000 feet, with most faults downthrown to the east and the Mount Bonnell fault the biggest single break. The Edwards Limestone weathers slowly and holds up the Balcones Escarpment, which is why the ground west of MoPac looks and behaves nothing like the ground east of I-35. The Colorado River and its terraces cut across both provinces and lay down a third kind of ground, alluvial soils like Bergstrom, Tinn and Oakalla in the bottoms. The practical read for a homeowner is short. West of the fault the problem is shallow soil over uneven rock and water moving through it. East of the fault the problem is deep expansive clay. In the fault zone you can get both under the same house, which is the case that fools people who assume one crack has one cause. The Austin Chalk through the middle of the city
Brackett, Eckrant, Speck and mapped Rock outcrop. Soil here is 8 to 18 inches deep over limestone, and USDA linear extensibility runs 2.3 to 8.9 percent, which is not the number that moves a house. What moves a house is uneven bearing where the rock surface rises and falls under one slab, plus water running along the top of that rock after storms. Piers reach competent rock quickly. A large share of the work out here is drainage correction and french drains rather than underpinning.
The Houston Black prairie east and northeast
The Edwards, Georgetown and Buda limestones sit faulted against Del Rio Clay and Eagle Ford, so hard rock and plastic clay can be a hundred feet apart under the same street. This is the band where one corner of a house sits on rock that will never move and another corner sits on clay that moves every summer, and the differential between them is the whole failure. Pier depths on a single job here can vary more than they do on either side of the zone.
The thin Brackett soils in the western hills
Houston Black, Heiden and Ferris on Taylor marl and Navarro clay, running out toward Manor and Del Valle. All three carry 17 percent linear extensibility in the subsoil and 50 to 57.5 percent clay. Houston Black shows no rock contact anywhere in the SSURGO restriction table and stays clay past 80 inches, so there is no shallow rock to land on. Deep soil plus extreme shrink swell is the worst combination a slab can sit on, and steel piers have to be driven well past the active zone to find capacity.
The fault strip where one house sits on both
Alluvial ground, Bergstrom and Tinn and Oakalla, laid down across both provinces by the river and its terraces. It is a third kind of soil that follows the river rather than the fault, so it shows up on the plateau side and the prairie side both. Layered river deposits and a higher water table make grading and drainage a bigger part of the fix here than the soil survey alone would suggest.

What gets built here, and when

Travis County has 666,397 housing units with a median year built of 2002, per the Census Bureau American Community Survey 2024 1-year estimates, tables B25034 and B25035. About 54.3 percent of the stock went up in 2000 or later, 11.1 percent in 2020 or later and 24.0 percent between 2010 and 2019, while only 5.8 percent predates 1960. That mix explains most of what we see. The enormous 2000s and 2010s cohort put new construction on the Blackland clays east and northeast of Austin and on thin plateau soils in the Lakeway, Bee Cave and Lago Vista corridor, which is why a lot of the houses we underpin are barely twenty years old and their owners are surprised by it. The pre-1940 stock, about 10,800 units concentrated in the older central Austin neighborhoods like Hyde Park, Clarksville and Travis Heights, is a different job, and in that stock we still crawl under pier and beam framing on cedar or block piers where rotted beams and sagging joists matter as much as underpinning does. On the plateau side of the county more of the fix is drainage correction and french drains than piers, because water running along the top of shallow rock is doing the damage. The era counts above come from the Census. The foundation types behind them are what we find in the field, not a published statistic.

Travis County is probably not the office that permits your foundation repair, and that catches people out. In Texas, counties have far narrower building authority than cities. Travis County Transportation and Natural Resources runs Development Services, and its jurisdiction is limited to unincorporated land outside city limits and outside city extraterritorial jurisdiction. The county states plainly that it does not issue development permits inside corporate limits. What the county does regulate out in the unincorporated areas is development permits for construction and subdividing, floodplain management, repairs to flood damaged structures, on site sewage facility permits, driveway and right of way work, and subdivision platting, which is a different animal from a municipal structural building permit. Inside city limits the city building department is the authority, and all seven cities on this page run their own, with requirements that differ from one to the next.
