Yes, you should put a soaker hose around your foundation if your house sits on Central Texas clay, and it is the cheapest foundation work a homeowner will ever do. Lay it on the soil about 12 to 18 inches out from the slab edge, never tight against the concrete, put it on a hose bib timer, and run it in short regular cycles through dry stretches instead of long soakings once in a while. Run every side of the house, including the shaded side and the side with nothing planted on it. Dial it up when the ground starts pulling away from the slab and back it off after real rain. The goal is not wet soil. The goal is soil that stays close to the same volume all year.

The reason watering works is uniformity. The Foundation Performance Association's maintenance guidance makes even soil moisture the whole point, because moisture that rises and falls evenly all the way around a house moves the slab as one piece and causes little distress. Uneven moisture does the damage. Engineers call the band around the perimeter where moisture moves in and out the edge moisture variation distance, and it is why slab problems start at edges and corners rather than in the middle of the floor. A soaker hose exists to keep that band from swinging.

How far should a soaker hose be from the foundation?
About 12 to 18 inches out from the slab edge. Closer than that and you are pouring water into the strip of soil that is already the wettest on the lot, and on a bad grade you are helping it pond against the concrete. Further out and the water soaks a part of the yard that was never the problem, while the band next to the slab keeps drying. Two practical checks go with the setback. Keep the hose on soil, not on a driveway, a walk, or a patio, because water landing on flatwork runs to the joint and down beside the slab instead of soaking in evenly. And keep the soil line where it belongs while you are down there. If beds have climbed the wall over the years and buried the brick weep holes, the grade has climbed over the top of your slab edge too, and no watering schedule fixes that.
Where to place soaker hoses for foundation?
All the way around, in one continuous loop if the perimeter is short enough, or in separate runs per side if it is not. The sides people skip are the ones that cause trouble. A narrow shaded side yard behind a fence, the north wall behind the garage, the stretch under a big live oak, none of them have plants worth watering, and all of them are attached to the same slab as the pretty front bed that gets water almost daily. A mature live oak moves a couple hundred gallons of water on a hot day and pulls it from wherever its roots reach, which is why the tree side often needs the hose most. Give the corners the same attention as the walls. Edges and corners dry first because they lose moisture in two directions at once, so that is where shrinkage shows up first. Take the loop around each corner rather than stopping the hose short of it.

How long should I run my soaker hose around my foundation?
Fifteen to twenty minutes a side is a sensible starting point during a dry stretch, morning or evening. Then let your own soil correct the number. An hour after the hose shuts off, dig down a few inches about a foot out from the slab. Damp several inches down means the run length is about right. If it comes up bone dry, run longer, and if you find mud or standing water, run shorter.
Longer is not better on clay. Clay absorbs slowly, so past a certain point the extra minutes either sheet off downhill or pond in the worst place available, which is usually against the slab. If water is running down the curb when the hose shuts off, the soil stopped drinking several minutes before the timer stopped pouring.
How often should I run a soaker hose for foundation?
Often enough that the soil near the slab never cracks open and never squishes underfoot. Through the dry months that usually means a short run every day or every other day rather than one long soak a week, because a slab responds to the swing in soil volume, not to the total gallons. When you adjust, change the interval rather than the run length. A fifteen minute run that repeats daily in August and twice a week in March holds a steadier perimeter than a fixed schedule you set in spring and forget. The one thing not to change is which sides get water, because every side of the house has to stay on the same clock.

Does watering foundation really help?
When the problem is drying clay, genuinely yes, and it is the cheapest effective intervention available to a homeowner. Steady perimeter moisture removes the shrink and swell cycle that causes most of the movement we measure in this region. It is prevention that costs about what a hose and a timer cost, plus some attention through the summer.
It is not a repair. Watering will not lift a slab edge that has already dropped and cracked the brick above it, and it will not touch movement driven by something else. A leaking supply or sewer line under the slab puts water into the clay around the clock, and no schedule outruns that. A downspout dumping at one corner during every storm beats your hose by an order of magnitude, which is why drainage correction comes before any watering plan. If doors are already sticking and cracks are already moving, the next step is a measurement rather than a longer timer setting.
How over-watering damages a slab
Push the same clay the other way and it lifts. Swell pressures measured in confined local clays run to thousands of pounds per square foot, comfortably more than the few hundred pounds per square foot a typical house bears on its footprint. When saturated clay under a slab edge expands, the house does not win that contest. The edge goes up a fraction of an inch at a time and everything framed on top of it goes along.
Clay wets from the outside in, so sprinklers and runoff reach the perimeter first and the protected center last. The shape that shows up on our elevation surveys is a lifted perimeter, high readings along the watered sides and lower readings toward the interior of the floor plan. Inside, that reads as doors sticking near exterior walls, trim gaps at the ceiling line, and cracks that track the watered side of the home. It is roughly the opposite of the drought pattern, which is why the settlement versus heave call decides the whole repair. Piers are the right answer for a settled edge and the wrong first move for a heaved one.
Most of the over-watering damage we measure does not come from a flood. It comes from a difference across one lot. Flower beds against the house on a drip line that runs almost daily, a lawn on rotors twice a week, and a shaded side yard that gets nothing at all. The clay under the beds stays swollen all season while the clay under the bare side keeps shrinking, and the slab spans both. Expansive clay tolerates wet and tolerates dry. What it punishes is wet here and dry there, and an unbalanced sprinkler system manufactures exactly that on a timer.

Watering during drought restrictions
San Antonio and Austin both run staged drought restrictions, and drip and soaker hoses are generally treated more leniently than spray irrigation. Stages change through a summer, so check your utility's current rules rather than treating a sentence in an article as gospel. The useful thing to know is that a foundation soaker program uses a small fraction of what a lawn system does, which is part of why it survives most restriction stages. If your lawn watering gets cut back hard, the perimeter hose is usually the last thing you should give up, because the drought that triggered the restriction is the same drought pulling moisture out of the clay under your slab.
How to tell whether the watering is working
Walk the perimeter and read the soil. Clay that never opens a gap along the slab and never squishes underfoot is a perimeter doing its job. Moss, algae, or mushrooms at the foundation line mean that soil never dries, which is the over-watered end of the range. Soil pulled back from the brick with a visible gap means the hose is not keeping up, or is not running on that side at all. Symptoms that follow your controller rather than the weather are the strongest hint that irrigation is the driver.
None of that is a verdict. The way to settle it is to measure. A free elevation survey maps the whole slab to fractions of an inch, and a lifted watered edge or a dropped dry corner shows up exactly where the watering history says it should.
